A tracked institutional fund starting a new position is a quarterly, lagged signal on its own. Paired with a company insider buying recently, OR a member of Congress disclosing a buy in the same name, it’s institutional conviction backed by at least one more informed group watching the same stock.
What this screen looks for
- New position in a tracked fund's latest quarter vs. the prior quarter (US-listed only)
- Any of — At least one insider buy in the last 30 days OR A member of Congress bought within the last 90 days (US only)
Limits
Not investment advice — this is a pattern-match over public disclosures, not a recommendation. Every signal here already lags its disclosure deadline: SEC Form 4 filings can post up to two business days after an insider trade, Congress has up to 45 days under the STOCK Act, and 13F fund holdings are reported up to 45 days after quarter-end. By the time a stock shows up on this list, the trade or position is already public and may already be priced in.
Insider-filing matches are US-heavy today: Canadian insider data (SEDI) is still backfilling, so this list may skew toward US tickers until that catches up.
